Dear Scouting Parents, Scouting Partners, and Volunteers,

As I’m sure you know by now, 1,400 voting Boy Scout Board members came together in Grapevine, Texas, on May 23, 2013, to vote on a resolution for a new National Membership Standard for the Boy Scouts of America. I received many emails before the vote and countless emails after the vote. The resolution presented one (1) of two (2) choices:

(1) To maintain status quo of the existing National Scouting Membership Standard

(2) to amend the National Membership Standard as presented below:

"Youth membership in the Boy Scouts of America is open to all youth who meet the specific membership requirements to join the Cub Scout, Boy Scout, Varsity Scout, Sea Scout, and Venturing programs. Membership in any program of the Boy Scouts of America requires the youth member to (a) subscribe to and abide by the values expressed in the Scout Oath and Scout Law, (b) subscribe to and abide by the precepts of the Declaration of Religious Principle (duty to God), and (c) demonstrate behavior that exemplifies the highest level of good conduct and respect for others and is consistent at all times with the values expressed in the Scout Oath and Scout Law. No youth may be denied membership in the Boy Scouts of America on the basis of sexual orientation or preference alone."

By a majority of voters this new National Scouting Membership Standard was approved.

I would ask that you spend a couple minutes reviewing the standard. This standard will not in any way change the 103-year-old goal of our program, which is to the serve the youth of our community. I can say without a doubt, the Boy Scouts of America are still going to continue as before, and I believe that is why we as volunteers all give so much to the Scouting program.

My Father, both my brothers, my son, and I are all Eagle Scouts. As you can tell, my family has long supported the Scouting Program. We ARE Eagle Scouts! That statement, as well as being a "Scouter," goes with a certain benchmark of what can be expected of each of us. Those outside the Scouting Program can expect that we each will continue to live by the Scout Oath and Law, and that we accept our responsibility in becoming involved with the Scouting program.

Loyalty is one of those responsibilities, loyalty to a program that has served us all so well. I hope that each of you will stand with my family and continue to support, in my opinion, one of the most important programs we can offer our youth, The Boy Scouts of America.

Should you have any concerns or should you need to ask a question, please email me at and I will personally respond to you. In advance, thanks for your support and in many cases service to the Scouting program.

Sincerely Yours,

James F. Barger

President, San Gabriel Valley Council

Support your fellow scout, Darius Moshir by helping with my Eagle Project.

I am rebuilding, repairing and replacing a portion of the fence at the Ronald McDonald House in Pasadena.  The House has served sick children who are needing to be close to their hospitals/doctors for care.  Every community effort helps the house keep the doors open to the families and their children as they battle difficult illnesses.

I am planning my project on Sunday, April 21, April 28 and Saturday, May 4 and Sunday, May 5 from 9-3.  Any help you can offer would be appreciated.

You will earn service hours for scouts/high school.  You will be fed snacks and lunch.

I would appreciate your help also financially, my cost for lumber, weatherproofing etc, is $472, I am still needing to raise $350.

.Email me if you can work any time during the 4 scheduled dates. or call me (626) 588-2945

Attached please find the flyer, sign up and liability forms you need to have your parents fill out to help me
